In February 2017, the Toronto Police Services Board approved recommendations in a ground-breaking report to address the scope and pace of change in the City’s neighbourhoods and communities and create a dynamic plan to act on emerging demands and expectations of policing. The report of the Transformational Task Force, entitled Action Plan: The Way Forward; Modernizing Community Safety in Toronto “looked beyond the way policing is currently done in Toronto to propose a modernized policing model for the City of Toronto that is innovative, sustainable and affordable – a model that will place communities at its core, be intelligence-led and optimize the use of resources and technology while embracing partnerships as a means of enhancing capacity and capability.”


Working with other senior leaders to realize this vital transformation, and reporting to the Chief

Administrative Officer (CAO), you will manage the Finance and Business Management directorate, including the budget and financial analysis, facilities, purchasing, and financial management functions. We are seeking a progressive leader who is able to lead change and advance The Way Forward.   As a seasoned financial manager and change agent, you are well equipped to develop strategies, goals, and objectives for the various functions and ensure they are achieved. You will also develop strategies and objectives for the various services provided by the directorate, to enable and support change in the organization. As a credible leader, your expertise and guidance will be sought out by the Service’s senior management team, Command Officers, the Chief of Police and the Board in all aspects of finance and other areas of the directorate.


As Director, Finance and Business Management, you will ensure that financial and other related reports to the Chief, Board, City or other levels of government are clear, accurate, and complete, while also ensuring the integrity of the Service’s financial and administrative processes and the effective mitigation of any risks. As a strong communicator and presenter with proven interpersonal skills, and a strong customer-service orientation, you will work collaboratively with the Chief of Police, CAO and Deputy Chiefs to develop fiscally responsible capital and operating budgets that allow the Service to provide core public safety and related support services in a cost-effective manner, both in the short and long-term.


This senior mandate would be an exciting opportunity for an advocate of continuous improvement and innovation, with no fewer than 10 years of progressively responsible experience in a budgeting, financial management and/or administrative environment, several years of which at a managerial level. Your professional experience is supported by a degree or diploma in business, accounting, or finance, combined with a professional CPA designation or an equivalent education and work history.


You possess a demonstrated proficiency in financial analysis and the ability to develop innovative solutions to financial and business problems and issues. You are self-motivated, demonstrate a high level of integrity and ethical values, and can meet deadlines and function effectively under pressure and, at times, demanding circumstances. Ideally, you also have some knowledge of, or experience in, a policing or similar environment, with a solid understanding of applicable organizational structures, rules, policies, and/or regulations.
