Bring your strategic analytic skills as well your internal controls expertise to this Senior Internal Controls Analyst position in Ottawa.
 
Internal growth and operational needs has created (2) new permanent full-time positions in the Finance Division.  As a member of the Internal Controls team, you will be researching, designing, and supporting the implementation and sustainment of the Internal Control Framework (ICF) to corporate-wide processes, more specifically regarding Internal Controls over Financial Reporting (ICFR). You will also be providing guidance, support and internal controls expertise to all CMHC business areas and support functions in their ongoing activities as part of their strategic initiatives. You will also play a key role in the overall finance transformation initiative which includes a number of initiatives to modernize the finance function and other strategic projects in finance.

How You Will Be Contributing
  • Developing strategies, objectives, plans and tactics required to develop, implement and maintain strong governance and internal control effectiveness as it relates to ICFR.
  • Participating in the development of ICF/ICFR as the foundation of effective risk management and ensuring the implementation achieves its objectives and results are high quality and valued by the business.
  • Establishing methodologies, standards, tools and leading ICFR business process roll-out and oversight projects.
  • Working with the business and support areas to identify and assess risks as well as to identify, document and design controls.
  • Challenging and influencing the business on their assessment of financial reporting risks, controls, deficiencies and accompanying action plans, at all levels of the corporation.
  • Monitoring and reporting on the design and operating effectiveness of controls, progress and resolution of control deficiencies relating to ICFR.
  • Fostering cooperation from all CMHC areas and external stakeholders in order to define coordinated strategies and approaches to gain efficiencies and avoid duplication of efforts.
  • Recommending changes in a dynamic environment by effectively communicating with and influencing others, overcoming resistance to change and acting as a change agent to promote, encourage and implement changes.
  • Providing expert guidance and recommendations on risk management and internal controls to Management on corporate, process re-design and IT modernization initiatives as well as ongoing operations to facilitate a strong internal control environment, optimize controls and adopt best practices.
  • Presenting reports to senior management to assist them in assessing the effectiveness of the ICFR at CMHC and fulfilling their corporate governance responsibilities.

What We Are Looking For

  • A commitment to demonstrating CMHC values.
  • Bachelor degree in Accounting, Business Administration, Finance or Commerce with a concentration in Finance/Accounting or a related field.
  • Minimum of five (5) years of relevant experience in internal controls over Financial Reporting (ICFR) or in related financial/accounting positions. An equivalent combination of relevant education and experience may be considered.
  • Completion of a Professional Accounting Designation (CPA).
  • Strong knowledge and experience of risk management and internal control frameworks such as Sarbanes-Oxley (SOX), SEC NI 52-109, COSO 2013 and of the Institute of Internal Auditors (IIA’s) Professional Practices Framework, including controls auditing techniques, risk assessment methodologies and best practices.
  • Demonstrated experience in financial management governance, oversight, policies and processes including IFRS, as well as Treasury Board, OSFI and other related Agencies and Regulators guidelines or directives.
  • Demonstrated experience and skills in leading and/or supporting the implementation of large scale projects in relation to defined frameworks.
  • Solid ability to influence, critically challenge the norm and possess a questioning mindset. 
  • Demonstrated ability to negotiate, set direction and manage several ongoing and conflicting priorities.
  • Well-developed interpersonal and communication skills, both written and verbal.
  • Strong ability to exert sound judgment in areas of uncertainty or divergent views.
  • Excellent ability to gather and analyse information, to summarize and synthesize key elements for recommendations.
Assets:
  • MBA or Certified Internal Auditor (CIA) or Certified Information Systems Auditor (CISA) designations or any other professional designation(s), relevant licence, designation or certificate in a related field.
  • Demonstrated experience in corporate-wide change management.
  • Demonstrated experience in business process analysis, mapping and re-design.
  • Ability to work in both official languages (English and French).
