Job Description

Reporting to the Vice President Corporate Services & Chief Financial Officer, the Director Facilities Management serves as a member of the College Leadership Council at the College, providing direction and strategic focus for the inspection and acceptance of all new construction and renovation contracts as well as for the supervision of maintenance of all College buildings, furniture and grounds.

The Director prepares and manages an operating budget of $4.9 million; annual capital expenditures in the range of $7 million; assures environmental health and safety; develops policy; contributes to long range campus planning; and serves as a liaison with community and government leaders and planners.

Facilities Management is a critical component of the Corporate Services portfolio and reporting to the Director Facilities Management are the following service departments:
•Facility Design & Construction
•Building Maintenance
•Caretaking
•Mechanical & Electrical Maintenance
•Grounds & Vehicle Maintenance
•Parking

Challenges and Opportunities:

This is a key component of the Corporate Services portfolio. It is routinely called on to provide significant expert support to the Vice President Corporate Services & Chief Financial Officer. Providing leadership to the departments within the portfolio, the incumbent will require a thorough knowledge of strategic planning, design concepts, construction trades, and project management, as well as an understanding of Lethbridge College’s values and goals, particularly with respect to sustainability, accessibility, and quality.

Job Duties:

The Director Facilities Management will provide institutional leadership in the following areas:

Operational: Working with College leaders and staff:
•Plan and execute construction and renovation projects across the campus; maintain an effective working relationship with contractors and architects performing construction and major equipment and facility maintenance
•Develop building utilization plans to meet corporate goals and objectives
•Responsible for the effective utilization of funds provided annually by Alberta Infrastructure for the ongoing renovation of college facilities
•Routinely conduct building inspections to check on quality of workmanship, materials and equipment; monitor ongoing maintenance activity to ensure service requests are appropriately executed and expected outcomes achieved
•Report to the Vice President Corporate Services & Chief Financial Officer, Senior Administrative Team (SAT), and other bodies as required on the status of capital projects and facility management at Lethbridge College

Leadership of Facilities Management & Team Development:
•Provide leadership to managers, supervisors, and staff through an open and facilitative approach
•Responsible for hiring, evaluating, and if necessary, taking disciplinary action with facilities managers, supervisors, and staff
•Serve as a member of the facilities management team in the formulation of division goals, policies and procedures, and the evaluation of achievements and projected outcomes

Financial Planning:
•Plan, develop and monitor annual operating budgets for the division, including improvements, labour costs, energy costs, supplies/service costs and variance analysis
•Plan, develop and monitor capital budgets for campus renovations and construction; monitor and report expenditures as required by Alberta Infrastructure including variance analysis
•Review architectural and engineering plans prepared by consultants for work to be performed in college buildings and grounds; provide recommendations to the Vice President Corporate Services & Chief Financial Officer and/or approve plans as appropriate
•Participate actively in the college-wide planning and budgeting process at Lethbridge College including the review and justification of discrepancies in actual and budgeted expenditures to the Vice President Corporate Services & Chief Financial Officer

Required Qualifications:

QUALIFICATIONS THE IDEAL CANDIDATE WILL POSSESS:
•A Bachelor’s degree in a relevant field and professional accreditation as a Professional Engineer or Achitect is preferred; an equivalent combination of academic achievement and experience may be considered
•Minimum of 3-5 years of experience in a senior role
•Knowledge of:

◦Mechanical principles, equipment, methods, techniques and terminology used in operation, maintenance and repair of the mechanical systems of buildings including plumbing, electrical, heating, air conditioning, refrigeration, etc.;
◦Codes and standards related to building, fire safety, electrical and plumbing systems, etc.;
◦Occupational hazards and safety precautions related to maintenance and construction;
◦Custodial procedures, methods and equipment used in a large scale custodial operation;
◦Principles and practices of supervising and managing skilled and semi-skilled employees;
◦Principles and practices of administrative management including budgeting and planning, cost analysis, purchasing control, materials management and resources allocation.

DEMONSTRATED COMPETENCY AND ACHIEVEMENT IN THE FOLLOWING AREAS:
•Demonstrated skills in leading, developing, and supporting staff
•Proven interpersonal and communication skills with the ability to consult and collaborate at all levels
•The ability to understand the political and environmental culture of the organization to influence change
•Experience in managing heavy workloads and tight deadlines to make recommendations both internally and externally
•Possess a strong business sense and desire to remain current in their field
