Apply your engineering experience and skills to the construction of bridges and expressways within a world-class city in this permanent, full-time position with the City of Toronto.

An Engineer in Bridges, Structures and Expressways provides project management, contract administration, technical expertise and engineering input on the planning, design, construction, and asset management reviews and inspections of bridges and structures such as retaining walls. The Engineer oversees, reviews and directs the work of engineering consultants, engages consultants/contractors by preparing bid packages, assists in the management of research and/or project operations requiring engineering knowledge, and plans and co-ordinates city-wide assignments by ensuring technical accuracy and adequacy.


Your primary responsibilities as an Engineer will be varied, but you’ll be expected to:

  • Manage assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning, and maintenance of all related data.
  • Ensure that the project expenditures are controlled and maintained within approved budget limitations. Assist in preparation of capital and operating budget related to assigned projects.
  • Gather and refine project scope and determine financial impact of projects/proposals.
  • Provide technical advice, review and expertise, and utilize standard engineering principles and practices to assist in the operation, development and maintenance of infrastructure works and related services.
  • Provide technical review on all third party, development, and excess load applications to ensure that they meet the Department’s requirements and that there are no negative impacts on existing infrastructure.
  • Prepare engineering analysis and evaluate and recommend new systems, work procedures and technologies with the potential to improve performance of the Division.
  • Responsible for carrying out varied engineering assignments within a broad field of engineering.
  • Conduct research into assigned area, ensuring that such research/analysis takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Plan, investigate and prepare reports and recommendations concerning engineering problems of moderate complexity and/or assist Senior Engineers to resolve more complex problems. Ensure problem-solving by use of a combination of standard procedures, modification of standard procedures or methods developed in previous assignments.
  • Formulate design concepts for engineering problems, and set scope and parameters of design projects.
  • Undertake the testing and implementation of design concepts to meet functional requirements.
  • Review and advise on drawings, engineering studies, specifications, plans and cost estimates prepared by staff, contractors, and consultants, and co-ordinate activities of field supervisory personnel.
  • Conduct studies, surveys, research and development for the effective solution of engineering issues.
  • Initiate and lead technical studies and projects.
  • Direct project team staff to ensure timelines are met.
  • Secure all engineering permits and approvals, as may be required from external agencies.
  • Maintain an up-to-date knowledge of technological developments in the field of engineering.
  • Represent the City on committees, attend meetings and provide input.
  • Liaise with the media, the public, developers, consultants, stakeholders, councillors, other divisions and government agencies about projects, programs and developments.
  • Prepare Request for Proposals, evaluate bids and arrange for purchases, monitoring outcomes regarding the same.
  • Oversee and evaluate the work performance of external service providers, with respect to quality, timeline, cost and completion of required tasks.


Your application for the role of Engineer must describe your qualifications as they relate to:

  1. Must be a qualified Engineer, as defined by Professional Engineers Ontario.
  2. Experience applying the principles of engineering in the area of condition assessment, design, construction, and the maintenance and rehabilitation of bridges, structures and expressways.
  3. Project management experience in managing complex projects from inception through to implementation and evaluation.
  4. Experience in managing, coordinating and administering engineering, professional services and large-scale construction projects.
  5. Experience using Bridge Management Systems.
  6. Knowledge of legislation related to the Major Responsibilities of the position, including the Occupational Health and Safety Act.
  7. Knowledge related to the Ministry of Transportation's Ontario Structure Inspection Manual.
  8. Ability to read, interpret and report on engineering plans and drawings, specifications, correspondence, reports, and other documents in a timely manner.
  9. Ability to plan, organize and coordinate large complex projects.
  10. Ability to communicate effectively, both verbally and in writing, at all organizational levels.
  11. Ability to effectively communicate technical information to a non-technical audience.
  12. Highly developed personal, interpersonal and team skills, with the ability to collaborate and work effectively with contractors, colleagues, elected officials, consultants, developers and other internal and external clients and stakeholders.
  13. Ability to plan, supervise and direct the work of staff.
  14. Proficiency in the use of general computer software, including Microsoft Windows XP, Excel and Word.
  15. Must possess a valid Province of Ontario Class "G" driver's licence, and have daily access to a vehicle to travel to various work and project sites across the City.

Salary Range: $86,795.80 - $101,974.60 per year
