GENERAL SUMMARY

 

Under general direction of the Director of Engineering, the Regional Engineer (RE) works directly for the Asphalt Institute (AI) providing support to our Canadian members and large user agencies in Canada, with an overall goal to promote the benefits and quality performance of petroleum asphalt.  This RE position is unique in that roughly half of the time is focused on Canadian-specific support with the remaining effort providing direct assistance to the Director of Engineering by working national programs which support all members and advance institute-level objectives. 

   

An overall objective for all AI REs is to facilitate recognition of asphalt as the pavement material of choice by user agencies.  This is accomplished by providing technical support to user and specifying agencies to improve overall quality and performance of asphalt pavements and to promote their benefits.  Efforts closely align with goals of owner agencies to improve quality.  All REs, including this position, collaborate frequently to achieve these objectives. 

 

In Canada, this RE places high priority and focus on the large user agencies, such as the provincial transportation departments of Ontario, Quebec and Alberta.  This position will also provide support to other Canadian provinces and municipal governments.  This RE represents AI member binder suppliers collectively within Canada, and the asphalt industry in general, through involvement on industry committees and other groups at the provincial and national levels.  AI technical training is conducted by the RE and fellow REs in locations across Canada to generate revenue and promote best practices and new technologies that improve quality.  Technical presentations at key Canadian asphalt and pavement conferences are given by the RE.  Partnering with other industry associations when possible helps leverage effectiveness.  When opportunity arises, this position is expected to provide a unified voice for AI members on technical issues.  This RE position leverages Canadian members’ understanding of their region to optimize effectiveness.  Priorities are ultimately established in collaboration with the Director of Engineering. 

 

In addition to efforts in Canada, the RE will provide direct support to the Director of Engineering on national programs that benefit all of AI and its members.  These include, but are not limited to, developing and teaching seminars and workshops, presenting at key conferences in the U.S., updating and writing technical publications, and participating or leading select industry committees or groups.

 

ESSENTIAL JOB FUNCTIONS

 

  • Serves as the staff representative to support AI’s Canadian Committee.  This committee meets three times a year during AI’s membership meetings.  Support includes assisting the committee chair to establish and facilitate a meeting agenda, present a RE activity report and record the meeting minutes.  

 

  • Communicates regularly with AI’s Canada-based member companies and with members that supply into Canada.  Discussions can include REs activities and impacts, technical issues or concerns, key specification changes, and overall approaches in their provinces or regions.     

 

  • Responds to requests for assistance in troubleshooting materials issues, design and construction activities or poor performance of an in-place pavement application.  Addresses technical questions from member companies, public agencies and engineering consultants related to issues of design, construction, quality control, specifications, and regulations.  Priority for technical assistance is given first to AI Members, followed by large specifiers of asphalt, such as public agencies. 

 

  • Develops, plans, prepares for and presents technical seminars and workshop training to promote best practices and technologies in design and construction of long life pavements.  Preparations include PowerPoint and all handouts.  Audiences can be diverse but typically consist of materials suppliers, contractors, government agencies and consultants.  Educational programs typically generate revenue for AI and are usually open to the public but can be private and may be customized for a member company or an agency.

 

  • Attends and participates in industry meetings and committees such as CAPTG, CTAA, TRB, AAPT and ETG’s to actively represent the interests of the asphalt industry.  Seeks to remain current on the most recent asphalt technology and its issues.       

 

  • Coordinates with other REs and AI personnel as needed to accomplish mutual goals such as planning and instruction of seminars and workshops.  Attends multi-day AI Engineering Workshops as scheduled.

 

  • Authors approximately one magazine article per year for AI’s ASPHALT Magazine.  Responsible for writing E-News items that appear in AI’s monthly newsletter distributed to all AI members.

 

  • In collaboration with AI staff and RE group, will assist and/or lead efforts to write content for new AI technical publications or to update existing publications

 

  • Performs a variety of administrative duties such as submitting a monthly expense report, maintaining an Outlook calendar, and facilitating training by creating PowerPoints and materials.  Establishes goals and priorities in AI’s personnel performance evaluation program, along with providing an end-of-year self-assessment. 

         

EDUCATION, LICENSE, KNOWLEDGE, EXPERIENCE, ABILITIES

 

  • Minimum of a bachelor’s degree in civil engineering (or closely related technical field)
  • Professional Engineer (PE) license (current)
  • Technical knowledge of asphalt pavement applications including asphalt binder and mixture materials, mix design, binder and mixture testing, specifications, construction practices, rehabilitation, maintenance, thickness design, quality assurance, and pavement behavior and evaluation.
  • Eight years of engineering experience, preferably in the technical areas listed directly above.
  • Excellent interpersonal, writing, speaking, presentation, and organization skills. 
  • Proficient in operating a PC and Office programs such as Outlook, Word, Excel, PowerPoint.

 

PHYSICAL DEMANDS AND TRAVEL

Work location is preferred to be from the Lexington, KY (USA) headquarters office given collaboration with the Director of Engineering and other staff.  Location and moving allowance negotiable based on candidate's credentials.

 

Position has no unusual physical demands; however, it does require extensive commercial airline and automobile travel principally within the U.S. and Canada.  Occasional international travel outside of North America may be required. 

 

Must have U.S. or Canadian citizenship, possess and maintain a valid U.S. or Canadian automobile driver’s license, and possess and maintain a U.S. or Canadian Passport.     

 

Must be able to obtain and maintain a Nexus card.

 

Must be eligible/qualified to apply and obtain a NAFTA Work Permit.  Must maintain ability to enter the U.S. and Canada on a frequent basis.
