Position Overview


Working in accordance with the organization’s strategic vision, core values and leadership competencies and reporting to the Chief Generation Engineer, this position will manage all of the dam safety programs for FortisBC Generation Operations and Third Party customers; review the design, performance, operation, maintenance, surveillance and monitoring requirements for all dams; provide project management and administration services for each dam safety remedial project; and oversee the engineering, design, and quality assurance requirements for other civil and structural projects.



  • Manage the overall dam safety program for all Generation and Third Party facilities and ensure full compliance with all regulatory requirements.
  • Manage all dam safety related concerns and actions with local and provincial agencies as well as internal stakeholders.
  • Oversee the engineering, design and quality assurance for all civil and structural projects at the Generating plants.
  • Review and evaluate the design and construction characteristics of each dam and their sub structures to ensure they meet or exceed regulatory standards.
  • Review the performance and maintenance records of dams and sub-structures, making comprehensive visual inspections and preparing and submitting written reports on each dam’s degree of compliance to the appropriate regulatory authorities and internal stakeholders.
  • Manage and supervise the dam instrumentation/surveillance program, make recommendations for enhancements/improvements where necessary and coordinate changes/improvements with the regulatory authority.
  • Monitor dam safety instrumentation for continual assessment of structural integrity.
  • Manage all aspects of reporting dam safety matters to regulatory authorities including preparing Dam Safety Reviews and ensuring that Hazard Potential Classifications are updated and current.
  • Review, update, and maintain current the OMS, EPG, and ERP manuals in consultation with internal resources. Oversee and perform design calculations and participate in the design process for the rehabilitation of existing dam and ancillary structures to ensure they meet or exceed regulatory and safety requirements.
  • Provide effective asset management of the dam and ancillary structures assets (concrete structures, water flow infrastructure) by ensuring an adequate inspection, maintenance and condition assessment program is developed and implemented.
  • Develop long range plans to improve / upgrade dam and ancillary structures assets • Assist Planning with the development of project needs definition and cost estimates
  • Provide training to field personnel for a successful Dam Safety inspection program and Civil Assets inspection and maintenance program
  • Maintain effective communication with consulting engineers, contractors, regulatory authorities, downstream stakeholders and local and municipal emergency authorities.
  • Keep current and ensure compliance with the BC Dam Safety Regulations.




Education and Experience:


Requires a Bachelor’s Degree in Civil Engineering and 8-12 years of dam safety and dam engineering experience. Eligible for registration as a Professional Engineer with the Association of Professional Engineers and Geoscientists of BC.


Technical Competencies:


  • Advanced knowledge of engineering principles and regulatory requirements of dam safety and dam structural design.
  • Advanced knowledge of geotechnical sciences, hydrology, and civil design related to dam safety and design.
  • Advanced knowledge of contract administration for construction and professional services.
  • Demonstrated ability to apply Quality Control and Quality Assurance processes to dam safety and civil construction projects.
  • Demonstrated ability to manage multiple projects simultaneously.
  • Demonstrated knowledge of hydro-electric business including water management, hydro operations and maintenance.
  • Demonstrated knowledge of safe work practices, policies and procedures.
  • Written and verbal communication skills including presentation and report writing.
  • Computer skills (Microsoft Word, Excel, Project and Access).
