Job Description

POSITION DETAILS

 

The Vice President for Strategic Planning, Assessment, and Institutional Effectiveness reports to the President and provides leadership and oversight to the planning, assessment, and accreditation activities of the University. This position directs a comprehensive university-wide institutional effectiveness program that includes strategic planning, policy administration, outcomes assessment, and compliance with relevant provincial, federal and accreditation body requirements.

The Office of the VP provides a focal point within the University for strategic planning, policy advice, coordination of business planning processes, performance monitoring and reporting and supporting institution-wide change initiatives. 

DUTIES:

  • Coordinate the University’s strategic planning processes, including the planning, implementation and evaluation of the University’s Strategic Plan initiatives. 

  • Designs, develops, and implements strategies to assess and improve the quality and effectiveness of all areas of the University and to ensure the University is in compliance with Provincial, National and International standards. 

  • Collaborates with the entire University community to establish priorities among University initiatives. 

  • Oversees the provision of quantitative analyses and predictive models that support the planning activities of University administration and supports the VP Academic and Deans in matters related to new program development. 

  • In consultation with the University Executive, recommends appropriate resource allocation for the planning and implementation of initiatives and assesses progress continuously to monitor implementation schedules and issues progress reports. Ensures that each initiative is well designed and implemented and provides expert advice and coaching to initiative leads and initiative teams to ensure best-practice execution. 

  • Oversee internal functions related to environmental scanning, establishment/evaluation of key performance indicators, instructional program review, and unit-level assessment.

  • Leads research and analysis of target markets to develop strategic and tactical plans that support business development, and works closely with the VP Finance & Administration towards implementation of such plans

  • Responsible for university reporting, including regular reports to government ministries and external accrediting bodies.

  • Serves as a principal member of the University’s accreditation team and oversees functions related to institutional effectiveness.

  • Oversees initiatives related to policy review and development and ensures alignment with efforts to improve University efficiencies and effectiveness.

  • Supports various initiatives and projects both internal and external to the University and performs other related duties as assigned by the President.

QUALIFICATIONS:

  • Doctorate related to academics or education preferred

  • MBA or equivalent required 

  • 10 plus years in higher education with senior roles responsible for strategic planning, development and implementation 

  • Experience and roles developing programs

  • Experience and roles responsible for quality assurance and accreditation

  • Experience and roles developing new lines of business and products related to higher education

  • Experience and roles responsible for risk management

  • Experience and roles responsible for academic analytics 

  • Experience and roles responsible for process improvements such as lean or six sigma

  • Ability to lead teams and oversee interdisciplinary and University wide activities 

  • Deep understanding of higher education administration and the BC higher education system as well as familiarization with the BC Teaching University Act

  • Experience working within a unionized environment
