Expert Project Control Coordinator

Job Description


The Central Program Management Office is responsible for the implementation and maintenance of Canadian Nuclear Laboratories (CNL) integrated project portfolio management system. Also, managing CNL’s project management tools and reporting systems.  The Project Control Coordinator is an expert level position, providing project control support to Central Program Management Office (Project Controls), projects, programs or missions.


The key responsibilities of the Project Control Coordinator (PCC) include the following:

  • Providing direct supervision to project control resources within the mission
  • Monitoring and analyzing information at the project, program or mission level
  • Identifying anomalies and develops and executes corrective actions, where appropriate
  • Analyzing project, program, and mission forecasting and resource demand information – detailed cash flow analysis, cost estimating, forecasting, and budgeting of difficult complexity
  • Understanding and applying the guidelines of ANSI/EIA-748-C: Earned Value Management Systems, to the projects and programs within the mission
  • Preparing project plans and reports related to scope, cost, and schedule



  • Graduation from an accredited university or college in a discipline related to project management, business, commerce, or technology
  • In addition to the required education noted above, 8 to 10 years of increasingly responsible and relevant planning and control experience
  • OR an equivalent combination of education and experience related to project management
  • Typically, has achieved PMP or PMI-SP certification
  • S/he is a subject matter expert on the project life cycle
  • S/he is a subject matter expert on the project management knowledge areas (cost, time, integration, scope, quality, human resources, communication, risk, procurement, and stakeholder management)
  • S/he is a subject matter expert in an earned value management system
  • S/he has an expert-level working knowledge of the computer-based applications used for project management purposes (i.e., spreadsheets, databases, and specialized scheduling software).Troubleshoots software functional issues within the mission
  • S/he analyses performance and variance analysis reports prepared by other; identifies inconsistencies and incorrect conclusions
  • S/he has a solid understanding of the methods and resources used by functions engaged to perform project activities e.g. engineering, licensing, quality assurance, procurement, manufacturing, etc., as well as the deliverables typically produced.Recommends improvements to other CNL functions
  • S/he reads engineering drawings and flow diagrams and understands potential impact on projects within the mission
  • S/he has an understanding of nuclear codes and standards and the impact on projects within the mission
  • S/he has knowledge of the Engineering Change Control process including its applicability to projects within the mission
  • S/he has strong knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar
  • S/he prepares project plans and reports related to scope, cost, and schedule
  • S/he is a subject matter expert for the CNL project and procurement process
  • S/he has the ability to extract relevant information from the CNL financial systems, and TRAK quickly
  • S/he identifies non-conformance to applicable project controls processes and sets corrective action for projects within the mission
