As the Manager, Enabling Works, you will serve as a key member of the Green Line Light Rail Transit (LRT) Management Team. Enabling works capital projects are the supporting projects to the main LRT contract that clear the right-of-way, mitigate key risks, and integrate the LRT within the community corridor, such as: the pre-building of detours, geotechnical and environment site investigation, building demolitions, relocation of utilities, and relocation of community amenities. Primary duties include:



  • Develop a program implementation plan, ensuring targets are met and project deliverables are on schedule, on budget, and meet quality standards.



  • Work with consultants to develop project work plans and to advance the capital projects through issued for construction design, procurement and construction.



  • Analyze project risks and market conditions; review available procurement alternatives; recommend contractor and consultant selection methods; prepare documents, and assist in recruitment/selection.



  • Manage the review and provide technical expertise on geotechnical and hydrotechnical investigations and material assurance and testing results.



  • Liaise with internal City departments, regulatory agencies, consultants, and contractors to establish permitting approvals and construction acceptance.



  • Monitor and ensure contractors work to achieve successful completion of projects, according to plan and within budget requirements.



  • Respond to requests for information regarding construction; research and prepare reports for committees and Council; and support the emerging needs and requirements of senior management.



  • Initiate public consultations and engagement processes; respond to 3-1-1 inquiries; and present to stakeholders at open houses, committee meetings and Council meetings.



  • Supervise, train, and mentor Project Engineers, Engineers-in-Training, Project Coordinators, and various support staff members regarding construction, project management, and tendering processes.











Qualifications




  • A degree in Engineering and registration as a Professional Engineer in Canada.



  • Current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) or licensure by the first day of work.



  • A minimum of 10 years of post-professional engineering experience, with considerable hands-on project and construction management experience is required.



  • You are a dedicated and influential leader, with exceptional negotiation, political sensitivity, organizational effectiveness, and business planning skills.



  • Applied knowledge of project management in a government or consulting or contracting environment projects, is required.
