The Director, Budgets reports functionally to the AVP Financial Planning and Operations.  The Director is responsible for the development, management and operations of the University’s operating budget of $357M. S/he provides advice, information and recommendations on the budget and related policies and procedures to the executive team (VPs and AVPs), Deans and Chairs/Directors. As well the Director is responsible for developing long range forecasts in support of the University’s 3 year integrated plan, financial modelling for collective bargaining, budget systems including the financial aspects of the University’s enhanced planning tool and the development of associated Board documents.  The Director works in partnership with a wide range of campus stakeholders including academic and administrative departments (HR, Payroll and Finance) to ensure systems and processes are appropriate, serve the needs of our clients and are appropriately integrated.

The successful candidate will possess an accounting designation and an undergraduate degree or the equivalent combination of education and experience. S/he will have a minimum of 5+ years of experience at a similar level, including supervisory experience, advanced problem-solving skills and creativity to develop financial solutions in an increasingly complex financial environment. The successful candidate will have a strong understanding of systems and processes.  The successful candidate must also have highly developed interpersonal and communication skills with the ability to develop strong relationships as well as the ability to work in a complex unionized environment and across diverse stakeholders.

Job Summary

The core purpose of the Director, Budget role is to provide advice, information and recommendations on the operating budget and related policies and procedures to the executive team (VPs and AVPs), Deans and Chairs/Directors.  The Director is responsible for the day-to-day management and operations of the University’s operating budget as well as developing long range forecasts for UVic focusing on enrolment/tuition, compensation & negotiated agreements, and other major cost drivers.  The Director is often the “go to” position for academic and non-academic administrators as it is a key role in the integration of many of the functional areas and processes on campus ie) HR, Payroll, Finance

The Director, Budgets evaluates, develops, enhances and implements policies, procedures and systems, and makes recommendations to the executive, Deans, Chairs/Directors, and others on the financial and budget implications of policy initiatives as well as the cost-benefits of new and existing program alternatives in accordance with the University's overall priorities. The Director actively manages the day-to-day operations of the Budget Office including the development and maintenance of the detailed annual operating budget for the University. This position also develops budget projections, forecasts and models, the results of which are utilized to develop key Board documents such as the University Budget framework, integrating planning document and the capital plan which assist in long-range planning.  The Director monitors and supports the Financial Analyst’s costings and financial modeling during University collective bargaining processes.  The Director acts on behalf of the AVP Financial Planning and Operations during absences.

The Director supervises one Financial Analyst (Mgmt excluded position) and one confidential exempt position.

Job Requirements

Qualifications and experience

  • 5-8 years of directly related experience, including 2-4 years of supervisory or management experience.
  • Must have a CPA Accounting designation (CGA, CA, CMA)
